促进财政性科技成果转化的制度创新研究

以美国、日本和德国为代表的发达国家在应对和解决成果转化问题的过程中,形成了一系列符合本国的社会制度和创新实践。目前,我国亟需探索出一条符合我国科技成果转化特点的制度创新之路。以"三权改革试点"为代表的体制机制改革,正是这一制度创新的重要发展方向。

Institutional Innovation on Technology Transfer in Public Research and Development

By continuous practices and study, a few countries including United State, Japan and German found various institutional solution on technology transfer of public research and development, which was in line with their national conditions. But the technology transfer was still a big problem for public funded research and national research institute in China. We need to explore a way consistent with the characteristics of China''s scientific and technological achievements into institutional innovation."Three powers reform pilot" as the representative of the reform of institutional mechanisms, is an important development direction of this institutional innovation.
