基于市场导向与人才驱动的科技创新研究

深化改革是为了强化市场在资源配置中起决定性作用,使企业实现自主创新、重点跨越、支撑发展、引领未来。创新驱动是为了突出人才作为第一战略资源加以优先利用,从而实现人尽其才、才尽其用、用有所成。归根结底,深化改革就是市场导向,创新驱动就是人才驱动。本文通过对促进科技创新顶层设计的研究,认为还需要在政策、制度、载体和环境方面进一步改革和创新。

Research on Science and Technology Innovation based on Market Orientation and Talent Driven

Deepening reform is to strengthen the market's decisive role in the allocation of resources,so that enterprises can achieve independent innovation,focused spanning,supporting development,and leading the future. Innovation driven is i to highlight thepriority useof talents as the first strategic resource, to achieve full and satisfied use of talents'intelligence. In the final analysis,deepening reform is marketoriented,innova?tion driven is talent driven. In this paper,through the research on the top level design of promoting scientific and technological innovation,and it is believed that further reform and innovation in policy,system,carrier and environment are still needed.
