| 摘 要： | 基于对新沂市域城镇化发展现状的分析，认为该市城镇化发展滞后、水平较低，但已进入加速发展时期，提出新时期的城镇化发展方针：重点发展市区，突出中心镇建设，全面提高小城镇质量，并构想了以市区为中心、职能协调、布局合理的三级城镇体系。

| Abstract: | Based on the analysis of the present urbanization of the city and existing problems of Xinyi, such as urbanization lagging behind industrialization and low urbanization level, the author holds that urbanization of the city has reached the quickening age of development. A policy for its urbanization is put forword here, i.e. centering on development of urban district; protruding construction of key towns; comprehensively improving comprehensively the development qualities of small cities and towns,and an idea for 3 rank size urban system, centering on urban district is provided. |
