城市街道办事处管理体制的演化变迁

回顾我国城市街道办事处的历史沿革，从政府、市场和社会三方演化主体的力量对比和互动，总结出其演化路径为政府主导、自由放任、有限回归到良性互动四利模式，并认为目前的街道办改革陷入了内卷化，要打破这种内卷化的改革锁定，应充分赋予市场和社会主体话语权，且社区化是街道办改革的必然趋势。

Analysing the Sub-district Office Management System Evolution

In the article, we firstly analyze the origin and development of sub-district office. Secondly, from the power and interaction of evolution subject which is the government, market and society, we summarize the evolution path that from the government-dominant model, laissez-faire model, limited-return model to the beneficial interaction model. Finally, we have the conclusion that the reformation of the sub-district office fall into the ＂involution＂, in order to broke the lock-in, we should increase the discourse power of the market and society subject, and the communalization is an irresistible trend of the sub-district office＇s reform.
