摘    要:针对阜新地区水资源严重匮乏,人均占有量为507m^3,属于资源性和工程性缺水地区。提出了解决资源性缺水的问题,除进行跨地区、跨流域引水外,还要进行水资源涵养。水资源涵养措施包括两个方面:一是植物工程措施,二是水利工程措施。植物工程措施,主要对造林工程和种草工程的作用和品种进行了详细论述。又提出了深度开发雨洪水,开发云雨资源,来保证涵养林草的成活率和林草的生长。

Abstract:Aiming at serious shortage of water resources in Fuxin city, merely 507m3 per person, Fuxin does not belong to water resourceful region. The article puts forward solving the water shortage problem and carrying out water resource conservation, besides water transfering across region. Water resource conservation measures include plantation project measure and hydraulic engineering measure. Plantation engineering measure mainly discusses the function and the species of forestations engineering and the grass engineering. The article also proposes the depth development of rainy flood and development of cloudy rain resources, to guarantee the conservation of the survival rate of wood and grass and the growth of wood and grass.
