中共执政合法性的历史解读与文化考察

中共作为一个革命实践辉煌的革命党,要努力转变成为一个执政实践同样辉煌并能长期执政的执政党,其难度空前艰巨.实现这个转变的关键在于中共执政合法性的终极解决.就类型而言,可从政治学、法学、道德、实践诸方面认识执政合法性的取得;从历史合法性看,中共革命成功非中国传统意义上的"改朝换代"和"马上得天下";从文化意义上看,"执政为民"是执政合法性的根本价值判断;就历史经验看,忧虑执政地位与执政合法性的与生俱来说和一劳永逸成为必然;发展和培育党内民主、借鉴和牢记历史经验都是值得深切思考的,这是从根本解决长期执政合法性问题的基本策略.

The Legitimacy of Ruling of the CPC from the Perspective of History and Culture

The CPC,as a revolutionary party with brilliant practice,must make en effort to transform a ruling party with a long-time ruling as well.It is very hard and arduous.Its key rests upon the ultimate solution to the legitimacy of ruling of the CPC.Here are strategies for radically solving it: As for the types,its achievement can be realized from the aspect of politics,law,moral and practice;as to the legitimacy of history,the success that the CPC has made is not "changing the dynasty" or "controlling the power quickly" in the traditional sense;as for the cultural meaning,"ruling for the people" is the essential value judgment for the ruling legitimacy;as to the historical experience,it is requisite to be concerned about "the doctrine of innateness" or "the theory of gaining lasting repose once and for all" about the ruling position and its legitimacy;developing the cultivating inner democracy within the Party and drawing on and keeping in mind the historical experience all need to be taken into consideration.
