摘    要:分析了建设项目规模设计中争议较大的问题。研究表明 ,只有在不存在资金或类似资金约束的特殊情况下 ,建设项目规模可变项目自身净现值最大时的规模才称为最优规模。广义上的最优规模是由净现值率与净现值分别取得最大值时的规模所组成的一个规模区间 ,对于具体项目的最优规模在该区间的位置 ,可根据特定投资环境由规模设计方法来确定。当选用规模可变项目自身的净现值作为目标函数进行规模设计时 ,必须对其进行资金 (资源等 )利用率方面的约束。

Abstract:The most disputed questions about the design scale were analyzed theoretically and practically. The best investment scale of a construction item is based on that the net present value gets its greatest value. The best investment scale could be only enabled in non existence of the financing restriction. The best investment scale is generally confirmed in a range of the investment scales, in which the net present value and the rate of the net present value can get their greatest values respectively. The value of the best investment scale of an item can be only confirmed within a certain range according to the concrete case. An example showed that the best investment scale could not work out abstractly. When the net present value of a variable item in a construction scale is taken as an objective function of a scale design, the utilization rate of capital for the item should be restricted.
