| 摘 要： | 以人为本不仅是中国共产党制定政策的核心和基础,也是立法机关立法所要遵循的价值准则.从立法的角度探讨以人为本的思想.立法中坚持以人为本就是要以人为立法的终极价值和归宿,就是要赋予人广泛的权利,并且保障人的权利的实现.

| Abstract: | Taking people as the foundation is not only the Kernal and base of the Comunist Party of China formulating policies,but also the criterion of the legislative organization have to follow. This article will discuss the thoughts of taking people as the foundation from legislation. Adhere to the thoughts of taking people as the foundation should take people as the last value and purpose,give the people extensive rights and let them come true. |
