| 摘 要： | 实现政务信息共享可以在技术层面、组织层面和制度层面提高政府效率、效能和回应性，但实现信息共享，公共管理者却同时面临技术、组织与制度层面的障碍和困境，只有当技术、组织和制度逻辑相互碰撞相互协调时，信息共享才能够实现．
