| 摘 要： | 20世纪90年代末,西欧福利国家再次陷入福利危机,重新执政的新左派掀起了新的改革浪潮,英国和德国是其中的典型代表.两国所推行的"第三条道路"上的福利制度改革对我国目前的社会福利制度建设具有重要的借鉴意义.
