关于河南省黄河冲积扇形平原区水旱灾害及其对策

本文从分析历史上的水旱灾害着手,简明地阐述了水旱灾害的发生和危害性的自然属性和社会属性.文中把水旱灾害放在一个大系统内来进行研究,进一步提高对水旱灾害的认识.文中指出的减轻黄河洪水危害、提高河道排涝标准、加强水利配套工程、地表水地下水联合运用、适度发展引黄灌溉、增加科研投入、加强多层次的系统研究、维护社会稳定和繁荣昌盛等,都是在对水旱灾害新的认识基础上提出来的综合性减灾措施.最后,作者得出,水旱灾害是一个动态概念和战胜水旱灾害的相对性的结论.

SOME UNDERSTANDING ON THE FLOOD AND DROUGHT IN THE ALLUVIAL PLAIN IN HENAN PROVINCE AND ITS COUNTERMEASURES

Based on the analysis of flood and drought in the historical time in Henan province,this article precisely expounds the natural quality of the occurance and the harmful results fof the flood and drought.These include:the lose relationship the flood and drought has with somenatural conditions such as the eology,geomorphology,climatc,hydrology,soil and with somesocial conditions such as development of science and echnology,the stability of socicty.Theauthor puts these natural calamities into consideration within a larger scope ystem,and deep-ens the understanding of flood and drought to a new height,hence provides even more effec-tive easures against flood and drought.With the new and better understanding for the flood and drought,the author puts or-ward several comprehensive measures against the flood and drought,follows as these:to alle-viate the harmness aused by the flood of the Yellow River,to raise the flood drainage stand-ard of riverbank,to inprove field water onservancy works,to utilize the surface water and theground water comprehensively,to develop irragation of iverting he water from the YellowRiver moderately,to increase the in science and technology,to enhance the systematic esearchof many levels,to maintain the society stability and prosperity.At last,from the point of view of dialectical aterialism,the author comes to a conclusionthat the flood and drought has dynamic concept and the conquer of these atural disasters issomething of relativity.
