基于ISO9000与Baldrige的质量管理体系诊断与改进

为支持质量管理体系诊断与改进，对ISO9000质量标准和Baldrige奖评价标准的体系结构、主要内容以及两者的不同特点等进行了分析比较，在此基础上，首次提出将ISO9001和Baldrige奖评价标准集成在一起的质量管理体系诊断与改进模型。该模型能够在Baldrige奖评价标准的支持下，分析诊断出质量管理体系中存在的主要问题及质量改进策略；并通过两个标准之间的相关关系，将质量改进策略分解配置到相关的ISO9001条款；最后，参照ISO9001标准中相应条款的要求，制订出具体的质量改进计划和改进措施。本研究为质量管理体系的诊断和改进提供了一种有效的参考模型和分析方法。

Quality management system diagnosis and development based on ISO9000 and Baldrige criteria

Quality management system diagnosis and development processes were developed by comparing the content, architecture and characteristics of the ISO9000 standards and the Baldrige criteria. An ISO9001 and Baldrige integrated model was proposed for quality management system diagnosis and development. In this model, the quality management system can be evaluated by the Baldrige criteria to improve the system. Then, the quality improvement strategy can be disassembled and related to the ISO9001 requirements by correlating the ISO9001 requirements and the Baldrige criteria. Finally, the corresponding ISO9001 standards can be used to develop detailed action plans and measurements for quality improvement. This research provides an effective reference model and analysis method for quality management system diagnosis and development.
