摘    要: 关键核心技术是国之重器,对推动中国经济高质量发展、保障国家安全都具有十分重要的意义。现阶段,科技攻关散而不精、科技创新泛而不深、科研主体多而不强、基础研究稳而不活、科技成果碎而不实等问题依然存在。基于《矛盾论》《实践论》核心思想,分析了当前中国科技创新体系存在的主要问题,提出了科学创新-技术创新-工程创新的“知行统一”管理模式,并从顶层设计、评价体系、监督办法和诚信记录等4个方面提出了关于中国关键核心技术创新体系建设的措施建议。

Abstract:The key technologies are of great importance to our country, which are of great significance to promote the highquality development of China's economy and safeguard national security. Although it has made brilliant achievements in science and technology development, there are still some problems at present, such as scattered but not refined about the scientific and technological research, extensive but not deeply on the scientific and technological innovations, many but not strongly of the scientific research subjects, stable but not active of the basic research, and fragmentary but not practical of the scientific and technological achievements. In view of the problems above, based on the theory of "On Contradiction" and "On Practice", this paper analyzes the principal contradiction in the construction of the key technology innovation system, and puts forward the management mode of scientific innovation-technological innovation-engineering innovation. And, it also puts forward some suggestions on the construction of the key technology innovation system from the aspects of top-level design, evaluation system, supervision method and credit record, in order to provide reference for the construction of the key technology innovation system.
