科技创新治理现代化：理论溯源、时代内涵与实践议题

 基于国家治理现代化背景，从治理理论、现代化内涵出发，分析了科技创新治理现代化时代内涵；结合我国科技创新体制改革演进历程与党的十九届五中全会科技自立自强发展战略，从攻关战略科技、坚持理念自信、培优创新文化、提升创新效能、增强国际影响、打造英才高地6个方面提出了科技创新治理现代化未来的重点任务；从加强治理体系顶层设计、营造良好科技创新生态、完善科技创新法治建设、倡导负责任创新、坚持以人为本等维度探讨了科技创新治理现代化的关键着力点。

Modernization of governance of scientific and technological innovation: Theoretical origins,epoch connotation and practical issues

This paper systematically reviews the literature related to governance modernization of scientific and technological innovations. Starting from governance theory and connotation of modernization, the paper analyzes the connotation of modernization era of scientific and technological innovation governance. Combined with the evolution of China's science and technology innovation system reform and the development strategy of science and technology self-reliance and self-improvement of the Fifth Plenary Session of the 19th CPC Central Committee, this paper puts forward the future key tasks for modernization of science and technology innovation governance from six aspects:tackling strategic science and technology, adhering to the concept of self-confidence, cultivating innovation culture, improving innovation efficiency, enhancing international influence, and building a talent highland. Finally, it analyzes the key points of governance modernization of science and technology innovation in terms of strengthening the top-level design of governance system, creating a good science and technology innovation ecology, improving the construction of science and technology innovation by law, advocating responsible innovation, and adhering to people-oriented.
