| 摘 要： | 公正是人类社会具有永恒价值的基本理念,人类社会要实现公正,或者说更好地体现公正,就必须有一整套规则体系来支撑。公正是规则的灵魂,公正是规则所追求的价值目标,任何规则都要体现公正这一基本理念,所以说公正是规则设计与安排的基本依据;规则是公正实现的基础,没有合理的规则,就不可能实现公正这一价值目标,两者是相互联系,密不可分的。

| Abstract: | justice is the basic rule of lasting value in the human society.We need a whole set of rules and regulations to realize justice in a better way.Justice is the essence and target of regulation.Any regulation must conclude the basic idea of justice.So we come to the conclusion that justice is the basic principle of regulation on design and arrange.Regulation is the base of realization of justice without regulation.Both justice and regulation are closely connected and inseparable. |
