| 摘 要： | 加快城乡一体化发展制度改革与创新,是全面建设小康社会的关键环节。我国现行的各项制度在当时的历史背景下是正确的,曾经起过非常重要的积极作用,随着时代发展和条件的变化,当时制定的一些制度已经不符合实践的要求,有些甚至影响了经济社会的快速发展。坚持以科学发展为主题,转变经济发展方式为主线,加快制度改革创新势在必行。
