英国行政改革的做法对我国城市公共物品供给的启示

英国从上世纪80年代开始为改变国内财政紧张的局面，应对全球化时代，在行政改革上，对政府角色进行了重新定位和职能优化，在公共领域引进了市场机制、企业化管理，取得了较为显的效果。我们应结合我国实际，对城市公共物品供给的现状及问题进行分析，借鉴英国行政改革的做法，特别是英国在公共领域改革的经验，提出我国城市公共物品供给的思路及对策。

Enlightment of British Administrative Reform to China's Supply of Urban Public Goods

In order to change the domestic situation of financial difficulties and meet the times of globalization from the 1980' s, England has made relocation and functional optimization for government roles in administrative reform, and has imported market mechanisms and enterprise management in public field. The remarkable results have been achieved after the reforms. This paper analyses the status quo and problems in the supply of Chinese urban public goods according to the Chinese actual conditions, and puts forward some thinkings and countermeasures by using the experience of England for reference in the administrative reform, especially the reform in public field.
