| Abstract: | The construction of the Party's systems is an indispensable part of the Party's construction. Since the 3rd Plenary Session of the 11th Party Congress, Deng Xiao- ping, after generalizing the Party's historical experiences and losses, emphasized the importance of the Party's system construction. Thus China has found a new way not of political campaigns but of reforms and the construction of systems. |
