皖江城市带跨界生态环境治理研究

跨界生态环境治理问题是当前学术界和政府关注的热点问题,府际合作对于跨界生态环境治理以及区域经济持续健康发展极为关键. 以安徽省重点发展区域———皖江城市带为案例地,探究了皖江城市带跨界生态环境污染问题的现状及产生原因,深入分析了跨界生态环境治理过程中存在的问题. 从府际纵向和横向合作两个维度,提出跨界生态环境治理,在宏观层面上政府间应加强环境管制系统的顶层设计、理顺环境治理的制度安排以及整合合作治理的组织架构,在微观层面上政府之间应加强建立互动的合作机制、有效的工作机制、完善的利益补偿机制和切实生态补偿机制等,进而实现皖江城市带跨界生态环境的有效治理.

Wanjiang City Belt Straddling the Ecological Environment Governance

Transboundary management of ecological environment problem is a hot issue in the academic and political concern, and intergovernmental cooperation for Transboundary management of ecological environment and the sustainable development of re-gional economy is the key. We take Wanjiang City Belt as an example, the key development area of Anhui Province, explore the transboundary pollution of ecological environment in Wanjiang City Belt and its causes, and analyzes the existing cross-border man-agement problems of ecological environment in depth. Finally, to achieve transboundary ecological environmental governance, from the two dimensions of intergovernmental vertical and horizontal cooperation, we propose that we should strengthen the top-level de-sign of environmental regulation system and straighten out the system arrangement environmental governance and integration the or-ganization structure of management cooperation from the macro level ,and we should strengthen the establishment of Interactive co-operation mechanism, effective working mechanism, practical compensation mechanism and ecological compensation mechanism from the micro level ,and promote the effective governance of transboundary ecological environment in Wanjiang City Belt.
