| 摘 要： | 发展与自治是少数民族地区的两个重要主题，发展离不开自治，自治推动和促进民族地区的发展，离开发展谈自治是错误的，同样，离开自治谈发展也是不正确的。当前，民族地区应当加强自治制度的建设，加快各项事业发展的步伐。

| Abstract: | Developing and exercising autonomy is that two important subject of areas inhabited by the minority nationalities, develops can't be seprated from an autonomous nile, the autonomous rule drives development of territory of nationality and promotes, that the departure develops the talk autonomous rule is wrong, same, leave the autonomous rule talk developing neither correct, current, territory of nationality ought to reinforce autonomous rule system construction, quicken the pace of developing in construction. |
