Research to Based on the pattern of centralized City Integrated Emergency Response System

This paper analyzes development of the City Integrated Emergency Response System at home and abroad,introduced the system of the four operation modes.That is,the centralized model,the authorization model,the deputy model,the collaborative model.On the base of it,studied specially the features,the design principles,the base function of the City Integrated Emergency Response System based on the centralized model,come to building the City Integrated Emergency Response System of the centralized model is the city's future development needs.
