科技项目监察风险点的识别和控制研究

近年来科研腐败案件时有曝出,科研项目中的腐败现象不仅造成财政资金的巨额浪费,也使得科研成果质量缩水。具体到科技主管部门的纪检机构,当前亟待改变科研项目管理的监察现状,对科研项目的廉政检查风险进行全生命周期的监管。本文以北京市科委科技计划廉政风险信息化综合防控平台的风险点识别和控制机制为例,分析科技项目监察风险点的识别方法和控制机制。本文的研究丰富了科技项目风险识别方法和控制机制,同时可以为其他的科技管理部门廉政监察风险的识别和控制机制提供借鉴。

Research on the Identification and Control of the Supervision Risks in Science & Technology Research Projects

In recent years, corruption in science & technology research projects not only cause huge waste of financial fund, also make the low quality of science & technology research. To change the status, the discipline inspection agencies of science &technology research projects management departments must implement whole life cycle of supervision. This paper studies the case of supervision platform of Beijing Municipal Commission of Science & Technology, analysis risks identification methods and control mechanisms of science & technology research projects. The research of this paper enriches the study of risk identification methods and control mechanisms, and can provide reference for other science & technology management departments.
