| Abstract: | The beneficial groups of the innovation of the commercial forestry investing and financing system can be divided into two forms, the forestry groups and the government departments. This paper analyzes on the functions and positions of the two forms in the institutional innovation, and points out that the two forms should be combined to promote the innovation of the commercial forestry investing and financing system commonly. |
