打造洞庭湖国家生态经济区的政策建议

打造洞庭湖国家生态经济区的当务之急,是湖南省政府、湖北省政府和国家发改委联合编制《洞庭湖生态经济区区域规划》。要使区域规划得以有效实施,省政府除了应成立相应的行政机构外,还应做好弱化"行政区经济"负面效应、推行最严格的水资源管理制度、建立生态补偿机制、推行水域占补平衡制度、深化城市水务市场化改革、退田还湖以及提升立法、加强宣传等工作。

The most urgent thing for establishing National-level Dongting Lake Ecological Economy Area is Dongting Lake Ecological Economy Area Planning drafted by Hunan Provincial Government,Hubei Provincial Government and National Development and Reform Commission.In order to implement effectively the planning,Hunan Provincial and Hubei Provincial Government should establish corresponding organizations,reduce negative effect of"administrative area economy",practice strict water resource management system,establish ecological compensation mechanism,balance water area occupation and supply,deepen reform of urban water market,return farmland to lake and make special law for its protection.
