摘    要:人才创造性劳动是企业生存与发展的保证。制度环境最能改变人才创造性发挥的状态,但失落精神的制度只有制度的“躯壳”,无制度之精髓,作用是苍白无力;人文精神是制度之精髓,制度人文化是人为程序与人文精神的融合,是“人性”与“人力”的统一,深化了管理。由“强制文化”转向“和谐文化”是企业管理最具有深刻意义的文化转型。

Abstract:High-tech organizations have dense knowledge and technology and their survival a nd development is assured by talents'creative work.Institutional environment can affect the state of talents'creativity furthest.But institution,which makes wor kers disappointed,just has the "exterior shell"of institution but without the effectiveness and the kernel of institution.The kernel of institution is humanis m spirit.The interior institutional construction should combine the contrived pr ocedures with humanism spirit and should be the unification of "humanity"and " human-power".By this,the management can go further.The transition from "compul sive culture"to"harmonious culture"is the most significant culture transition for the management of organizations.
