| 摘 要： | 公共政策的制定过程实质上是利益的权威分配过程，这一过程必定涉及不同主体的利益，由此便形成不同主体之间的博弈，最终会导致公共政策执行的失灵。因而试图从博弈论的视角来分析公共政策执行失灵的不同博弈主体并提出改善的建议。

| Abstract: | The essential of public policy formulation is the authoritative distribution process of interest,and different benefit main bodies are included in this process,thus the game is formed and started among them,eventually the game leads to the failure of public policy.This article tries to analyze the different game body of public policy failure and put forward some suggestions to improve it according to game theory. |
