| 摘 要： | 通过考察当前城镇发展中的区域关系以及当前城镇发展中存在的因受制于行政区划界限而各自为政甚至盲目竞争而导致的缺乏区域协调的问题,初步提出建立“规划单元”模式,探讨了一种新的对应于当前全球化背景下以区域协同发展为基点的次区域规划模式,从规划编制、内容、实施主体等方面对“规划单元”这一“次区域规划”模式提出了若干编制及相关措施与建议。

| Abstract: | By means of exploration of district relation in nowaday development of cities and towns as well as taking in consideration of such problem in the development as unreasonable independence of each several districts due to their administrative differentiation and,espetially,their competition in urban development so unrealistical as to lead to district inharmony,a "Planning Unit" mode was preliminarily proposed to explore a new mode of district planning aimed at nowaday global background of district harmony in its development.Several measures and propositions of compilation and implementation were presented also in connection with a "sub-district planning" mode as "Planning Unit". |
