摘    要:根据水资源价值、边际机会成本、最优化数学等理论,基于水资源净效益最大化的水资源优化配置思想,以水资源承载力、用水部门生存条件、用水公平性及可持续发展约束等水资源开发利用约束为准则,建立了基于水资源净效益最大化的水资源优化配置模型.将模型应用于南水北调受益区,对该区域2010年丰水年份、枯水年份的水资源量在经济效益最大化的条件下进行优化配置.研究结果为区域水资源优化管理与配置提供了一定的科学依据.

Abstract:According to the theories of water resources value,marginal opportunity cost,and optimization,the concept of water resources optimal allocation based on maximization of net benefit was put forward.A mathematic model for water resources optimal allocation was developed under the constraint conditions of water resources bearing capacity,the existence condition of water use departments,the fairness of water use,and sustainable development of economy.The present model was applied to optimal allocation of water resources for the favored area of the South-to-North Water Transfer Project for 2010 under wet and dry conditions,so that the sustainable development and utilization of water resources of this area could be realized.
