区域水资源可持续利用指标体系研究

摘    要:为描述尼洋河区域水资源的可持续利用状况,建立了由目标层、准则层和指标层构成的包括29个能反映该区域自然、社会、经济特点的水资源可持续利用指标体系;应用层次分析法确定了指标体系中的指标权重.层次总排序结果表明:尼洋河区域森林覆盖率、河流水质、万人拥有水利科技人员居前3位;水土流失面积比例居第4位;水资源开发利用程度和水资源工程达标率也占有较大的权重.为保证水资源的可持续开发利用,必须采取确保本区森林覆盖率、良好的河流水质和防止水土流失面积扩大的相应措施.

Abstract:For investigation of the current situation of regional water resources sustainable utilization of Niyang River,an index system for water resources sustainable utilization was established,which consists of target layer,criterion layer,and index layer and including 29 indexes for reflecting the natural,social,and economic characteristics of this region.The hierarchy analysis was applied to determine the weight of each index.The result shows that the forest coverage,the water quality of rivers,the number of science and technology personnel per ten thousand people,and the ratio of water and soil erosion are ranked the top four among all the indexes,respectively,and that the weights of degree of water resources development and utilization and up-to-standard ratio of water conservancy projects also rank high.To guarantee the sustainable development and utilization of water resources,some measures,such as to ensure high forest coverage of this region,to keep high water quality of the river,and to prevent the extension of water and soil erosion areas,should be taken.
