唐代朝集制度确立时间小考

朝集制度是唐前期实行的地方州府长官或上佐每年末入京述职的一种制度,它与考课、礼仪、选举、监察等制度密切相关,是沟通中央与地方行政的重要途径。目前,史学界关于唐代朝集制度确立的时间有三种说法,但都似欠妥。结合贞观五年的国内形势及相关史实,唐代朝集制度确立于贞观五年应为正确的结论。

The Time Examination of Establishment of Presentation in Court System in Tang Dynasty

The system that the county magistrates would have an audience with the emperors in court at the end of each year was implemented in early Tang dynasty.Together with the other systems of etiquette,election,inspection and imperial examination,it is one of the important means to connect central committee with the local governments.Till now,three different views about the time of the system establishment are popular in the history circle,but not satisfactory enough.So based on the domestic situation and the relevant historical facts in the five years ruled by Zhen Guan,the author comes to conclusion that the correct time of the establishment of the system should be in Zhen Guan Period in Tang dynasty.
