| Abstract: | Newly-promoted universities generally have the following problems, such as shortage of teachers, unbalanced structures, and teachers＇ overall qualities which are not suitable for the university＇s teaching development. To enhance the newly-promoted university＇s teacher team construction, it＇s necessary to well plan, introduce teachers rationally, enhance cultivation, build up system, optimize structure and promote teacher＇s qualities guided by scientific development concept. |
