| 摘 要： | 当前我国社会救助制度呈现城乡隔离、立法层次低、政出多门、缺乏协调的现象。我们应当从实现民主和民权、体现国家责任、统筹城乡发展及创建和谐社会等方面建立健全城乡新型社会救助体系。

| Abstract: | Currently,there is such phenomena as isolation between urban and rural areas,low legislative level,divided policies from various departments and deficiency of coordination.We should establish and improve the new social assistance system in urban and rural areas from the aspects of realizing democracy and civil rights,representing the national responsibility,coordinating urban and rural development and establishing harmonious society. |
