| 摘 要： | 新时期的农村改革使农村出现了大批剩余劳动力,为了避免这些农村人口涌进城市,国家出台了允许农民自理口粮到集镇落户的政策.虽然这个政策的实质并不是为了改革传统的户籍迁移制度,但是它首次触动了这个"禁区",开启了农民走出农村的大门.

| Abstract: | A lot of surplus labour force appears in the countryside since the ruralreforminthenewperiod.Thecentralgovernment issued an order to allow some of the surplus labour force to migrate to little towns with self-sufficientgrainrationinordertoprevent them from rushing into big cities. The aim of the order was not to reform traditional household registrationsystem,butittouchedthe forbidden zone first and opened the gate through which the rural people can leave the countryside. |
