| 摘 要： | 我国加入WTO必须面对经济全球化、规则统一化、社会法制化这3个不可抗拒的趋势。为改变我国经济制度与WTO的要求之间的不适应性，我国应从政府主导型制度向市场主导型制度转变，从政策治国向制度治国转变。

| Abstract: | After WTO entry our country must face three irresistible trends of economic globalization, regulation unification and social legalization. In order to eliminate the inadaptability between our country's economic system and WTO rule, our country should be transformed from the government - oriented system into the market - oriented system, from governing the country by the policy into governing the country by the system. |
