| 摘 要： | 随着改革的逐渐深入,农民由得到实惠最多到比较利益下降甚至利益受损,制度因素至关重要.保障农民利益,必须改革现存的土地制度、户籍制度、就业制度、社会保障制度,健全完善法律制度和乡村治理等制度.

| Abstract: | As the reform's progressively deepening,the peasants'comparative interests are falling,or damaging.The system is a very important factor.Ensuring the peasants'interests,we must reform the tenure of land,system of domiciliary register,employment system,social security system,and perfect the legal system and the village-administer system. |
