摘    要:当前,部分高校还存在人才引进、任用机制随意性较强,人才培养、竞争、激励机制不健全的突出问题,制约和影响了人力资源的开发与管理.因此高校要通过构建科学、合理的人力资源开发与管理机制,完善人才的引进、任用、稳定机制,建立有效的人才培训机制和全方位的竞争、激励和约束机制,积极推进人事制度的改革.
