| 摘 要： | 落实科学发展观的主要责任在政府。科学发展观对政府管理提出了更高的要求。政府要实践科学发展观，首先必须更新发展观念，树立以人为本的思想；创新科学民主的决策制度，树立正确的政绩观；加快改革的步伐，进一步转变政府职能。

| Abstract: | The government bears main responsibility for adopting a scientific outlook on development,which makes still greater demands on government's administration.Above all,the government must Change the view of development and stick to the human-centred;innovate in scientific and democratic policy-making body and acquire a correct outlook on achievements in one's official career,and quicken our steps in reformation to further transform the government's functions while practising scientific outlook on development. |
