摘    要:陆海协同海上战略投送过程中需解决选址-路径优化问题,本文分析了在突发事件背景下陆海协同运输体系的运作机理和特点,构建了以下水港选址、运输船舶航次、航线配置以及天气条件等不确定性因素为变量、以投送时间最短为目标的选址-路径优化模型.根据模型的特点与不同算法的优势,提出了一种以遗传算法为外层框架构成优化循环,其中镶嵌基于仿真的改进模拟植物生长算法形成内部模块,求解出染色体对应的目标函数,再通过信息传递完成内外交互运算的集成算法.最后,以我国对南海海上战略投送为例进行了选址-路径优化设计,取得了较好结果,从而证明了文章所建模型与算法的合理性和有效性.

Abstract:The location-routing problem during strategic delivery on maritime in land-sea coordination needs to be solved, a optimization model in land-sea coordination is established with the objective of the minimal time after analyzing the operation mechanism and characteristics of the emergency background of this transport system. Meanwhile, the model included several variables:the construction of launching port location, ship voyage and routes configuration, and some uncertain factors such as weather conditions, et al. According to the characteristics of the model and the advantages of different algorithms, an integrated algorithm is proposed. The genetic algorithm is used for composing the optimization cycle as the external frame while the improved plant growth simulation algorithm with the embedded simulation process is the internal model. The efficient solution of the model is obtained by solving the corresponding objective function of the outer frame chromosome and completing the inside and outside the framework of interaction through the transmission of information. Finally, a strategic delivery on maritime in South China Sea was taken as an example. The location-routing optimization of the launching port were analyzed and a better result was obtained, which proves the rationality and effectiveness of the model and algorithm proposed in this paper.
