论宋代路级机构的互察关系及对地方政治的影响

宋代统治者为防止唐末五代藩镇割据局面的重现,首次在州县之上的路一级政区设立多个管理机构,如转运司、提刑司、提举常平司等,它们共同管理一路内的各项事务。为加强监管,宋朝首创了路级机构的互察制度,规定路级机构互不统属,互相监督,互相填写考核结果。宋代路级机构的互察关系,有利于防范权臣独揽地方大权,确保统治稳定。同时,宋代路级机构的互察对地方政治产生了积极的影响,促进了信息的上传下达,促进了州县治理,有利于地方政治清明。

Study on the Mutual Supervision Relationship of Lu Authorities and It's Influence on Local Administration of Song Dynasty

The ruler of Song dynasty who wanted to avoid the military governors’split as during the late Tang dynasty and five dynasties,set up several administrative authorities in Lu region,such as Zhuanyuan Department,Tixing Department,and Tijuchangping Department,etc.These authorities managed the Lu region affairs together.To enhance the supervision on these departments,the ruler of Song dynasty founded the mutual supervision system,demanding that one department should not be affiliated to another,and that they should mutually supervise one another and mutually fill in examination result.The mutual supervision relationship of Lu authorities in Song dynasty reinforced the relation of central and local governments,and benefited to the country’s stablility.Meanwhile,it alsoh ad positive influence on local administration,contrbuting to the information transmision from upperg overnment to a lower one,and promoting local adminsitration to be just and uncorrupted.
