摘    要:为全面分析产学合作强度和高校创新投入对高校创新能力的影响,基于2010—2017年的省级面板数据,采用广义分位数回归方法,对我国区域产学合作强度和高校创新投入对高校创新能力所产生的影响展开研究。研究结果表明:首先,总体而言,我国的产学合作质量不高,产学合作强度对提升我国高校创新能力未起到正面作用;分地区而言,我国的二类地区产学合作质量更高,产学合作强度主要起正面作用,且与部分高校创新指标大致呈“倒U型”关系,而一类地区和三类地区产学合作强度未发挥显著作用或主要起负面作用。其次,无论是就总体而言还是分地区而言,高校创新资本投入对提升高校创新能力只在部分情况下才发挥正面作用。最后,政府过度投入并不能持续促进高校创新能力的提升,人均地区生产总值也不一定总是对高校创新能力提升发挥正面作用。因此,要正确认识和评估产学合作对高校创新能力的复杂影响,全面考虑不同的高校创新指标,并对不同创新能力的高校进行区分。高校和企业要努力提高产学合作的质量,高校要纠正过分重视科技论文发表的不良倾向。政府应减少对高校的直接干预,为高校自主创新留下更大空间。

Abstract:In order to comprehensively analyze the impact of the industry-university cooperation intensity and university innovation investment on university innovation ability,based on the provincial-level panel data from 2010 to 2017,the generalized quantile regression method is used to examine the impact of regional industry-university cooperation intensity and university innovation investment on university innovation ability.The results show that:firstly,the quality of industry-university cooperation in China is not high in general,and the industry-university cooperation intensity doesn’t play a positive role in promoting university innovation ability in China;in terms of regions,the quality of industry-university cooperation in China’s second-class region is higher,the industry-university cooperation intensity mainly plays a positive role,and it is generally inverted U-shaped relationship with some innovation indicators,while the industry-university cooperation intensity in the third-class region mainly plays a negative role.Secondly,regardless of the overall or sub-regional,the innovation capital investment of universities play a positive role only in some cases.Thirdly,excessive government investment is not conducive to promote university innovation ability.The per GRP does not always play a positive role in promoting university innovation ability.In order to correctly understand and evaluate the complex impact of industry university cooperation on university innovation ability,it is necessary to comprehensively consider different university innovation indicators,and distinguish universities with different abilities of innovation;universities and enterprises should strive to improve the quality of industry-university cooperation;universities should correct the bad tendency of paying too much attention to the publication of scientific and technological papers;the government should reduce the direct interference to universities and leave more space for their independent innovation.
