| 摘 要： | 文中从两方面对备案制度进行了分析。首先提出现行备案制度存在的问题：备案流于形式，备案制度不健全，备案审查的主体与标准不明确。然后提出了几点相应的完善措施：重新认识备案制度，尽快出台《备案法》，强化备案机构。
