Abstract:This paper discusses on that the state-owned enterprises wanting to adapt the requirement of establishing the modern enterprise system and existing and developing in the drastic market competition must construct a high-quality ranks of the operators and managers and cultivate large number of excellent enterprisers, and selecting the right personnel, employing the outstanding personnel, keeping the talents, training the employees, and educating the employees are the key for the reform and development of the state-owned enterprises.
