农村低保政策对甘肃受保农户消费结构的影响

选取甘肃陇南市372户样本农户为研究对象，运用双重差分模型(DID),从单个农户的微观角度分析了农村低保政策对受保农户消费结构的影响。结果表明：农村低保政策对受保家庭人均总消费支出和人均生活消费支出产生了积极影响，显著高于对非低保户的影响；而对人均生产性消费产生显著负向影响，得出受保农户大都属于生存型消费结构的结论。基于研究结论对农村社会保障制度完善和农村地区发展两方面提出相应政策建议，以期最终促进农户消费结构升级。

The Influence of Rural Subsistence Allowance Policy on the Consumption Structure of Covered Farmers in Gansu Province

This article selected 372 sample rural households in Longnan City, Gansu Province, as the research subjects and employs the Difference in Differences (DID) model to analyze the impact of the rural subsistence allowance policy on the consumption structure of the covered farmers at the micro level of individual households. The results indicate that the rural subsistence allowance policy has a positive effect on per capita total consumption expenditure and per capita living consumption expenditure for the covered households; the expenditure levels are significantly higher than those of households not covered by rural subsistence allowance . However, it has a significantly negative impact on per capita productive consumption, indicating that most of the covered rural households are in a survival oriented consumption structure. Based on the research findings, corresponding policy recommendations are proposed for the improvement of rural social security system and the development of rural areas, ultimately promoting the upgrading of consumption structure of rural households.
