应用索洛模型对水利科技贡献率的研究

摘    要:应用索洛增长速度方程,采用余值法对我国改革开放30年来水利科技贡献份额进行了定量测定。纵观改革开放30年来的水利科技贡献率,其基本趋势是逐年递增的,资金的贡献率表现比较平稳,也有缓慢递增的趋势,而劳动力的贡献率则基本上是逐年递减的。按照同时段同口径与我国其他行业的科技贡献率相比,水利科技贡献率略低于农业科技贡献率,与建筑业科技贡献率大致相当,远低于第三产业科技贡献率。进入新时期,水利事业的发展既要依靠稳定的资金与人力投入,更要依靠科学技术进步来推动。根据影响水利科技贡献率的因素提出了促进水利科技发展的政策建议。

Abstract:The Solow growth rate equation is adopted for quantitative measurement of the contribution portion of water conservancy science technology during china's 30 years of reform and opening-up.The basic trend of the contribution rate of water conservancy science and technology was increasing year by year throughout the past 30 years of reform and opening-up,while the contribution rate of capital was relatively stable with slow increasing and that of labor force was basically decreasing year by year.Comparing with China's other industries at the same time and with the same caliber,the contribution rate of water science and technology is slightly lower than agricultural,roughly same with the building industry and much lower than the third industrial.When entering a new period,the development of water business should not only rely on stable investments of capital and labor,but also be promoted by scientific and technological progress.At last,the policy recommendations of the development in water conservancy science and technology are put forward.
