运用层次分析法论证甘肃林业发展对策

应用德尔菲法，在广泛征询从事林业的科教人员，管理人员、生产人员意见的基础 上，建立了加速甘肃林业发展的对策集。共包括完善政策，科技兴林，改善投入３大类２０项措施。并运用层次分析原理，对各项措施的重要程度分析排序，明确了甘肃林业发展的主导因素及其应脂取的对策。

ON THE ESSENTIAL COUNTERMEASURES TO DEVELOP FORESTRY IN GANSU

Adopting the Delphi method, we widely gathered opinous from nearly two hundred experts, scholars, personnels and labourers who worked in the branches of management, scientific research, education and production. We put forward the fundamental policies and measures which contain twenty items which can be classified into three types. Adopting AHP(the Analytic Hierarchy process), we put forward the dominant factors in the development of forestry in Gansu and essential counter measures to be taken. Every measure is arranged in order of importance.
