武汉城市经济圈规划的初步设想

分析了武汉城市经济圈的现状：圈内经济总量占湖北省的一半以上，但与沿海地区三大城市经济圈的差距较大；中心城市武汉市已成为制造业的重要基地，但圈内工业化水平在整体上还处于初级阶段；城市化进程处于加速发展时期，但城市体系的发育尚不成熟；中心城市的经济实力较强。圈内其余城市的经济实力较弱，且职能特色不鲜明，缺乏互补性；城市地域结构较为合理，基础设施有待进一步加强．提出了武汉城市经济圈的规划、建设初步构想，包括近期目标、远期目标和具体目标．论述了武汉城市经济圈规划、建设的措施与建议：成立武汉城市经济协调组织，实行经济协调制度化；加强基础设施建设，推动区域空间联系网络化；走新型工业化道路，推进区域产业结构层次化；加快市场建设，促进区域市场一体化；完善城市体系，逐步做到区域城乡一体化。

The research on the plan of Wuhan Urban Economic Circle

The thesis sets off with a through presentation and detailed analysis on the current state of Wuhan Urban Economic Circle: its total economic output value, accounting for more than 50% of that in Hubei province, is relatively poor compared with some coastal cities in China; Wuhan, as a metropolis, has been the essential center of manufacture, but on the whole, industrialization still lags behind on its preliminary stage; Urbanization advances at a thrilling pace, but the urban system construction is far from satisfactorily efficient; the capital city is financially potent while the rest cities around are still backward in economic development, lacking striking merits in their obligations as they are not making good use of their complimentary resources; generally speaking, the geographical structure is proper, but the infrastructure construction is bound for further intensifying. Taking account of these basic facts, the thesis conceives of plan and design for the construction of such an economic circle, as well as its aims both at sight and after sight, and its concrete goals in the long run. In the last part, the thesis puts forward measures and suggestions on the planning and construction of Wuhan Urban Economic Circle: to establish a special organ for systematic economic coordination; to intensify the infrastructure construction and to pave the way for convenient regional communication through internet; to be superbly equipped with the conviction of neo-industrialization in order to promote the hierarchy industrial structure; to quicken the steps in market construction and to develop comprehensive regional markets; to consummate the urban system and to make great efforts on gradual unification of rural and urban economics.
