| 摘 要： | 中共中央纪委十七大报告中明确提出要“坚持惩防并举，更加注重预防，深入推进党风廉政建设和反腐败斗争”。这为我们今后反腐败指明了方向。从教育、制度、惩治方面提出初步思考，是有现实意义的。

| Abstract: | ＂Insisting to punish and prevent corruption, and paying more attention to prevent it for a further promotion of the construction of the Party discipline＂ is stipulated in the Report by 17th Conference of the Discipline Inspection Committee of the CPC, and shows us the direction to fight against corruption. This paper proposes realistic significant countermeasures from the aspects of instruction, institution and punishment. |
