中小学生体质健康教育政策监控主体的问题、原因及对策研究

摘    要:为提高政策监控质量,纠正政策执行偏差,保障中小学生的体质健康教育权利,采用文献资料法、模糊数学的Vague方法和案例法对中小学生体质健康教育政策监控主体的相关问题及原因进行了剖析,认为监控主体存在定位不清和功能弱化等问题,并进一步探讨了各监控主体及相互间的关系,分析了完善约束监控主体权力的路径和主体协同机制.

Abstract:To improve the quality of policy monitoring, to correct policy implementation deviation and to strengthen the security of primary and middle school students physical health education rights, the literature method, fuzzy mathematics vague method and case study method have been carried to analyze the problems and the reasons of the primary and middle school students physical health education policy monitoring body.It has been found that monitoring body positioning is not clear and weakening, the monitoring subject and relationship been further clarified, and power countered mechanism been established to improve the path constraint monitoring body power and establish the coordination mechanism of the main parts.
