农户施用农药行为的自我约束机制：元制度、社区规范和均衡

农户生产合作组织中农户的施用农药行为对确保农产品质量安全具有重要影响。基于目前第三方直接监督农户施用农药行为相对困难的现实，指出社区规范作为农户生产合作组织一种自我维系的内生性秩序，应该是控制农户滥用农药、提升农产品质量的有效手段．首先运用博弈论和制度经济学理论构建农户间的博弈模型；然后科学界定社区规范成为约束农户施用农药行为的内生性秩序的备件；最后提出社区规范可以成为政府制定正式制度的元制度的论断。

Research on a Self-restrict Mechanism of Farmers' Behavior of Utilizing Pesticides: Proto-institutions, Community Norms & Equilibrium

The proper use of pesticides has an important influence on the quality and safety of agricultural products in the farmer＇s production co-operation organization . This paper shows that community norms as a self-sustaining endogenous order, should be of an effective means to control farmers＇ misuse of pesticides and improve quality of agricultural products in the absence of direct supervision of a third party for farmers, This paper uses game theory and institutional economics to build a game model among farmers, and scientifically ascertain the conditions that cooperative community norms can become a self-sustaining endogenous order and propose the judgement that community norms can be the proto-institutions of the government formulating formal systems.
