摘    要:森林清洁发展机制 (clean development m echanism,CDM)项目被认为是一种廉价的碳减排方式 ,因而有必要明确中国森林项目是否成本较低。森林项目存在非永久性风险 ,信用额发放方式不同于能源项目 ,作为 CDM项目又受到 Marrakesh协议关于信用额发放期限不超过 2 1a的限制。因而森林 CDM项目的碳吸收无法得到完全信用额补偿。对围场县森林项目经济效果评价的实证研究表明 :中国北方地区的森林 CDM项目成本较高 ,信用额收益不足以弥补成本。然而 ,森林项目具有正外部性 ,可以带来其他环境和经济效益 ,发展森林 CDM项目可以促进中国的可持续发展

Abstract:Forestry CDM (clean development mechanism) projects are considered as cheaper carbon offsets. This paper analyzes the true cost of forestry projects in China to determine if they are truly cost effectively. The carbon crediting method for forestry projects differs from that of energy projects because of the non-permanent risk, since the carbon crediting lifetime of CDM projects must be less than 21 years according to the Marrakesh Accords. A cost-benefit analysis of a forestry projects in Weichang County shows that the cost of forestry CDM projects in North China is so high that the carbon credits income does not totally cover the cost. However, forestry projects provide other environmental and economic benefits, and contribute to the sustainable development of China, so such projects may be economically viable if all effects are considered.
